The highest executive and management authority of the Global Outlets Alliance is the Global Council. Under the Global Council, each country (or region) branch is established to manage and coordinate the administrative affairs of each country (or region).

The Global Council of the Global Outlets Alliance is the highest authority and management organization of the alliance. The Global Council is composed of well-known entrepreneurs, developers, operators, financiers, investors, industry experts and relevant industry authorities from outlets in every five years. One year before the expiration of each session, the next Global Council will be elected. The Global Council leads, appoints and elects a new standing Management Committee. The standing management committee leads, appoints and elects the main leaders and directors at all levels of the branches of various countries or regions.
